The purpose of the research summarized in the report is to develop a procedure that can be used to determine the capacity and level of service (LOS) of an all-way-stop-controlled (AWSC) intersection. The related research objectives are: (1) To develop a theoretical framework that can be used as the basis for estimating capacity and for determining a suitable measure of effectiveness (MOE) for estimating LOS. To provide consistency with the method used for signalized intersections, delay was selected as the MOE for AWSC intersections. (2) To develop a procedure that can be used to estimate the capacity of an AWSC intersection. (3) To develop a procedure that can be used to estimate vehicle delay at an AWSC intersection.
