Designed for use by the organizations that own and operate sludge incinerators and control agency permit writers (EPA and state), the document provides guidance for testing, monitoring, and evaluating the performance of sewage sludge incinerators in conjunction with proposed rules published in the Federal Register on February 6, 1989 (PB91-168526).
