Technical Support to the Six-Year-Old Dummy NPRM

The report describes the experimental activity to resolve the comments received upon the issuance of a Notice of Proposed Rulemaking (NPRM) on April 6, 1989, to incorporate a six-year-old child dummy into Part 572 of CFR 49. The comments to the NPRM raised questions from detailed test procedures to the basic utility of the dummy in crash dynamic environments. Six initial sled tests using a Tempo test buck was performed with lap only and three point belt systems with and without two types of child restraints to assess the basic response and durability of the dummy. Numerous impactor tests were performed on the head, neck, thorax, lumbar spine, and knee to fully document the test procedure and to establish the calibration corridors. A second dummy was obtained and twelve additional sled tests were conducted using the basic FMVSS No. 213 test buck and procedure to establish the basic repeatability and reproducibility of the dummy. The restraints used in the sled tests included three-point belts, three-point belts with a booster seat, lap belt and a child safety seat. Data for this testing are included.
