The background document provides the Agency's rationale and technical support for developing treatment standards for those U and P wastes with reactive listing constituents. These standards are applicable to the wastes as listed in 40 CFR 261.33(e) and (f) as well as to any wastes generated by the management or treatment of the listed waste.
