Post Disaster Redevelopment Planning: Model Plans for Three Florida Scenarios

The purpose of the Coastal Zone Management grant has been to prepare a model Post-Disaster Redevelopment Plan (PDRP). The PDRP has been designed to assist coastal counties and municipalities in Florida in preparing similar plans tailored to the special characteristics of their own jurisdiction. To achieve these objectives, the authors formed a committee of almost 100 local, regional, state and federal agencies. On November 5, 1990 the South Florida Regional Planning Council accepted the document Post-Disaster Redevelopment Planning: Model Plans for Three Florida Scenarios and approved it for transmittal to the contract grantor (Florida Department of Environmental Regulation). Part I of the document provides the requirements to prepare post-disaster redevelopment plans and the regulations, policies, and land use decisions which may influence their composition and legal authority. Part II of the document contains recommendations for adopting and implementing a post-disaster redevelopment plan. The latter part contains three model plans with goals, objectives, and policies which illustrate how different communities may have different redevelopment priorities and visions. While there are many requirements and reasons to conduct post-disaster redevelopment planning, few plans exist. The Council hopes the document plays a role in removing the mystery of such plans, thereby encouraging their development.
