The EPA has funded a study of the Practice-for-Low-Cost-Airshed-Application-for-Nonattainment-Regions (PLANR) approach in five urban areas in the U.S. (New York, St. Louis, Atlanta, Philadelphia, and Dallas-Fort Worth). The main objectives of the 'Five Cities' study are to demonstrate the usefulness of PLANR for air quality planning, determine the effects of alternative fuels and alternative Reid vapor pressure values for fuels on urban ozone concentrations, demonstrate the use of PLANR to evaluate SIP control strategies, and transfer the UAM model, modeling data bases, and applications technology to the states for use in future SIPs. In addition, the study includes two city-specific analyses for the St. Louis and Philadelphia areas, comparison of the PLANR use of the UAM (i.e., using only routinely available data) with applications of the UAM that use an extensive data base and the effects of biogenic emissions on anthropogenic emission reductions in the Atlanta area. The report describes the PLANR application of the UAM to the city of Atlanta and the Dallas-Fort Worth metroplex area.
