NIOSH Comments to DOL on the Occupational Safety and Health Administration Notice of Proposed Rulemaking on Accreditation of Training Programs for: Hazardous Waste Operations by R. W. Niemeier, April 25, 1990

The testimony contains comments from NIOSH regarding the OSHA proposed rule on accreditation of Training Programs for Hazardous Waste Operations. These comments specifically are directed towards OSHA's request for comments related to experience with conducting accreditation programs. NIOSH conducts a course approval program for pulmonary function testing and estimates a cost of 30.00 dollars per new application for the pulmonary function testing course approval program. The program is much less detailed than the OSHA requirements for hazardous waste worker training. A number of additional costs associated with an accreditation or approval program are noted and examples are provided. NIOSH recommends that consideration be given to specifying minimum time allotments for the specific topics required in the proposed CFR. Doing so would encourage a uniform course content among the training programs.
