Program Recommendations for State Section 313 Program Coordinators

Acting out of concern for the public's exposure to potentially harmful chemicalsthe U.S. Congress passed the Emergency Planning and Community Right-to-Know Act of 1986 (EPCRA, also referred to as Title III of the Superfund Amendments and Reauthorization Act). State-level Section 313 programs are in the best position to play an essential role in providing release information to, and interpreting the information for, the public. By providing information and references, the manual is intended to help state Section 313 Program Coordinators enhance the basic elements of their existing programs and to help states set up programs where none currently exist.
