The report documents comparative research on land tenure in Senegal, Somalia,Uganda, and Kenya and the resultant policy and programmatic implications. The cases studied involve: registration situations which range from rough recordkeeping by local land committees through voluntary formal land registration to formal, compulsory registration of all holdings; tenure situations varying from unwritten use permits through state leasehold rights to freehold; and agricultural development contexts ranging from stagnation to vitality. All four countries have experienced government intervention expressly intended to increase security of tenure. Future titling programs should incorporate the experience and not rely on theoretical models alone.
