Policy on the Use of Supplemental Enforcement Projects in EPA Settlements.

The memorandum transmits the new Agency policy on the use of supplemental environmental projects in Agency consent orders and decrees. It amends GM-22, A Framework for Statute-Specific Approaches to Penalty Assessments: Implementing EPA's Policy on Civil Penalties (issued February 16, 1984), by replacing and superseding the section on Alternative Payments on pages 24-27 of that document. Please note that this policy amends only the section on alternative payments and that all other sections of GM-22 remain in effect.
