Transmitted herewith are the September 1991 Change No. 1 revisions to the subject plan. Key changes to the Emergency Operations Plan include: A new gubernatorial executive order promulgating the Emergency Operations Plan for Emergency Management of Resources; Roles and responsibilities have been more clearly defined to coincide with day-to-day operational activities of agencies/groups; The plan has been adjusted to include support of recovery activities in addition to response initiatives.
