The complex survey design of the household component of the National MedicalExpenditure Survey is described in detail. Particular attention is given to a disproportionate sampling strategy to oversample blacks, Hispanics, those with difficulties in activities of daily living, the poor and near poor, and the elderly. Field results from the screener interview used to identify the oversampled groups are presented, and the details of round 1 sampling strategy are described. The report also discusses the estimation strategies employed in the survey to yield population estimates of health care parameters at the dwelling unit, reporting unit, and person levels.
