New Fiscal Federalism in Brazil

The paper provides an overview of the existing state of fiscal federalism inBrazil and suggests directions for change. For this purpose, first the tax and expenditure assignment issues are reviewed and their implications for horizontal and vertical fiscal balance are examined. Second, federal transfers to states and municipalites are briefly described and analyzed. Third, state transfers to municipalities are examined. Fourth, implications of the above analyses as to the potential directions for reform are summarized. Finally, the implications of the reform proposals for efficiency and equity of public service provision and macroeconomic management are addressed.
