Balancing Work Responsibilities and Family Needs: The Federal Civil Service Response

In order for the Federal Government to efficiently and effectively fulfill its many responsibilities on behalf of the Nation, it is imperative that it attract, motivate, and retain a highly qualified workforce. Toward the latter goal, it is becoming increasingly clear that many of yesterday's human resource management policies and programs are inadequate for the workforce and work environment of tomorrow. One particular area receiving increased attention is the change in workers' needs and expectations regarding the balancing of their work and personal lives. If the Federal Government fails to adequately respond to these changes, it will be at a competitive disadvantage compared to other major employers. The U.S. Office of Personnel Management (OPM) plays a key role in managing the Government's response to these needs. The report describes some of the major programs available and examines OPM's activities in what is commonly called 'work and family' benefits area. It discusses some praiseworthy OPM initiatives but also finds that there remain a number of unmet challenges, unanswered opportunities, and unresolved policy issues that need to be dealt with at several levels in Government. The report concludes with several recommendations for improving the Government's attractiveness as an employer in a reasonable and fiscally responsible manner.
