As a nation, the authors must use all available tools to assure the safestpossible buildings within the limits of their resources. They believe that risk analysis tools will enable government policy makers and building professionals to do their job better. They hope through this report to foster use and further development of these tools, and thereby to enhance the safety of America's buildings.
