The Police Allocation Manual (PAM) is designed to be used by state and provinciallaw enforcement agencies, or divisions within those agencies, whose mission includes the delivery of police traffic services. The staffing and allocation methods described within the Manual are based on a review of procedures currently used by state and provincial agencies throughout the United States and Canada. It is anticipated that the Manual will provide both immediate and long-range benefits. The procedures in PAM will provide agencies with a logical and explicit format in which to frame requests for additional staff and/or staff deployment. In addition, it is anticipated that the Manual will serve as a catalyst for stimulating further discussion and research in the area of staffing and allocation for law enforcement agencies with state-wide responsibilities.
