The purpose of the project was to assess the differences of continuous anddiscontinuous Medicaid status on health service utilization and expenditures and to study selected indicators of health status and quality of care for young children who might be affected by enrollment discontinuities. An important objective for the study is the development of a research methodology using Life Table Analyses to analyze health service utilization for persons who are discontinuously enrolled in Medicaid.
