Note on the Methods by which the Provisions regarding Rates and Fares embodied in the English Railways Act of 1921 were framed, both from the points of view of the Railway Companies and of the Compilers of the Act

Under the terms of this guarantee it did not matter to the companies, so far as their revenues were concerned, what rates and fares were charged or what traffic they carried. But on the conclusion of the war it was decided to retransfer the railways to private ownership, and momentous questions then arose as to the organisation of railway transport as a whole and the extent to which the Government should maintain control over the railways, particularly in regard to the charges which the railways might be empowered to make.
