The Human Services Access System - Welfare Reform Project (HSAS), in operation from late 1978 to 1982 in San Mateo County, Calif., was a system of public and private human service providers coordinated to meet the various needs of shared clients in a cooperative, and integrated manner. HSAS succeeded in making services more accessible and access less restrictive, each location provided a broader range of services, and clients reported few problems in finding the right agency. Clients had to complete fewer intake forms, agencies exchanged useful information via one release policy, waiting time was reduced for AFDC eligibility determination, and faster access to vocational services was achieved at all sites. In addition, staff were more knowledgeable about local employment opportunities, job placement of welfare clients was increased, interagency communication improved, more information was available on services provided to shared clients, and access to staff development and training improved. Cost per client was lowered, substantial welfare grant savings were realized, and positive client terminations resulted from increased welfare applicants becoming employed. Recommendations on both the process and the program are given. Figures and appendices giving HSAS' goals, forms, and technical data are provided.
