The report is an initial look at a possible analysis method for determining if equipment expected to operate during and after a station blackout can be 'reasonably' expected to survive environments generated as a result of the station blackout. The general conclusion is that, given the current qualification levels of representative equipment, 'reasonable' assurance of operability should be demonstrable for most equipment in most locations.
