The purpose of this study was to generate alternative candidate STS flight charge approaches which will provide a basis for NASA's deter-mination of an STS flight charge policy.nThis study was needed in order for NASA to initiate the process of furnishing STS users transportation charge estimates Tor STS payloads. The lead time for users to plan and define new payloads or payload modifi-cations is long, amounting to five to seven years before flight in many cases.
