Point of View of a Helicopter Manufacturer on Airworthiness Regulations

Advice on drafting airworthiness regulations based on personal experience in the helicopter industry is forwarded. Examples of French and American procedures are quoted. Regulations must be drafted and modified through constant consultation between civil aviation authorities and manufacturers. A single, international set of regulations and a single demonstration of compliance with the regulations is advocated. The probability factor permissible for a serious accident should be set at a realistic level. In this manner it is possible to reconcile a continuously improved safety level with a progressive reduction in helicopter costs.
