A report to the Chairman of the Senate Subcommittee on Transportation and RelatedAgencies is presented for the Federal Aviation Administration's (FAA) Advanced Automation System (AAS) contract. The AAS was awarded to IBM to complete the design and production of a new computerized air traffic control system intended to replace aging hardware, software, and air traffic controller workstations. The report addresses the development and implementation of a management control installed by IBM which provides detailed contract information and allows FAA to identify the cost and performance of AAS.
