Presented is the statement of Frank C. Conahan before the House ofRepresentatives on management issues and challenges facing the National Aeronautics and Space Administration. Issues covered are: bringing plans in line with likely budgets, managing systems development efforts more efficiently, improving operations and oversight, and preserving U.S. aeronautical leadership. Programs discussed include the space station, the Advanced X Ray Astrophysics Facility, the Earth Observing System, and the National Aerospace Plane. Topics discussed include reporting under the Financial Integrity Act and the need for a Chief Financial Officer, improving shuttle operating efficiency, improving procurement and contract management, space project testing, science data management, facilities maintenance, and environmental protection activities.
