The National Nuclear Security Administration (NNSA) has funded staff at Oak Ridge National Laboratory (ORNL) to study the conversion of the High Flux Isotope Reactor (HFIR) from the current, high enriched uranium fuel to low enriched uranium fuel. The LEU fuel form is a metal alloy that has never been used in HFIR or any HFIR-like reactor. This report provides documentation of a process for the creation of a fuel specification that will meet all applicable regulations and guidelines to which UT-Battelle, LLC (UTB) the operating contractor for ORNL - must adhere. This process will allow UTB to purchase LEU fuel for HFIR and be assured of the quality of the fuel being procured.
