The Secretary of Energy's memorandum of March 15, 1994, established an initiative for a Department-wide assessment of the vulnerabilities of the inventory of plutonium in storage. Plutonium in intact nuclear weapons and spent fuel were excluded from this study. The DOE Plutonium Vulnerability Working Group, which was formed for this purpose and produced the Project and Assessment Plans, will also manage the 'snap-shot' assessments and produce a final report for the Secretary by September 30, 1994. The Project Plan and Assessment Plan to accomplish this study, and which established responsibilities for personnel essential to the study, were issued on April 25, 1994.
