Four areas of the Hanford Site (the 100, 200, 300, and 1100 Areas) have been included on the US Environmental Protection Agency's (EPA's) National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). More than 1,000 inactive waste disposal and unplanned release sites on the Hanford Site have been grouped into a number of source and groundwater operable units. These operable units contain contamination in the form of hazardous waste, radioactive/hazardous mixed waste, and other CERCLA hazardous substances. Also included in the Tri-Party Agreement are 55 Resource Conservation and Recovery Act (RCRA) treatment, storage, or disposal (TSD) facilities that will be closed or permitted to operate in accordance with RCRA regulations. Some of the TSD facilities are included in the operable units. The Tri-Party Agreement requires that the cleanup programs at the Hanford Site integrate the requirements of CERCLA, RCRA, and Washington State's dangerous waste (RCRA-equivalent) program. Pursuant to the Tri-Party Agreement, the 100-NR-2 groundwater operable unit is subject to RCRA corrective action authority. This work plan and the attached supporting project plans establish the operable unit setting and the objectives, procedures, tasks, and schedule for conducting the RCRA facility investigation/corrective measures study (RFI/CMS) for the 100-NR-2 operable unit.
