Shortly after the year 2000 it is expected that new generating plants will be needed to meet the growing demand for electricity and to replace the aging plants that are nearing the end of their useful service life. In the late 1980's, it was commonly believed that coal-fired power plants of the future would incorporate either some form of Integrated Gasification Combined Cycle (IGCC) or first generation Pressurized Fluidized Bed Combustion (PFBS) technologies. In recognition of the competitive potential for advanced pulverized coal-fired systems with other emerging advanced coal-fired technologies, DOE's Pittsburgh Energy Technology Center (PETC) began a research and development initiative named Combustion 2000, with the intention of preserving and expanding coal as a principal fuel in the generation of electrical power. The project was designed for two stages of commercialization, the nearer-term Low Emission Boiler System (LEBS) program, and for the future, the High Performance Power System (HIPPS) program.
