The System Operation Review (SOR) is a study and environmental compliance process being used by the three Federal agencies to analyze future operations of the system and river use issues. This technical appendix addresses only the effects of alternative system operating strategies for managing the Columbia River system. The purpose of this technical appendix is to provide the environmental review necessary to enter into agreements regarding the distribution between Federal and non-Federal project owners with respect to delivery of the Canadian Entitlement obligation to Canada for the period 1998 through 2024.
