Resource Conservation and Recovery Act (RCRA) Characterization of Spent Nuclear Fuel

As a result of the end of the Cold War and the Nonproliferation treaty, the United States is left with quantities of spent nuclear fuel. The final disposition of the spent nuclear fuel is yet to be determined. However, one issue that plagues the holders of this material is if this material is no longer required and must be disposed, how will it be classified under current U.S. environmental laws and regulations. This paper provides one site's position on the characterization of the spent nuclear fuel as a non-hazardous solid waste.
