The initial Integrated Development and Testing Plan for the Immobilization211u001eProject (UCRL-ID-131608, PIP-98-064) was issued in FY98. The D&T Plan is intended 211u001eto be a living document that will be updated annually to address changes in 211u001escope, funding, and/or schedule as the Immobilization Project evolves. This March 211u001eFY00 version of the plan reflects a budget of $32.315 million including carry 211u001eover from FY99, for the D&T Program in FY00 as well as some scope changes in a 211u001efew development task areas. Four major changes have occurred since to the 211u001eprevious plan dated August 1999. The first major change is the twelve-month 211u001eslippage in the delivery of technical data to the plant project, resulting in a 211u001ecorresponding delay in start of design (from July 2000 to July 2001) and all 211u001esubsequent project milestones. Consequently, hot startup of the Immobilization 211u001ePlant is now projected for March 2008. In the second major change the ZPPR and 211u001eFFTF fuels anticipated from NE have been eliminated as a feed material to the 211u001eprogram. Third, the planned Plutonium Process Support Laboratory at SRS, which 211u001ewas included in the August 1999 plan version as an off-D&T-budget task associated 211u001ewith the Plant Project, has been incorporated within the D&T program with a 211u001eproposed D&T budget in the period FY02-FY05. Finally, scope and costs for D&T 211u001etasks, if appropriate, have been extended through FY05.
