Existing bunkers are air-raid shelters remaining from the time of World War II and constructed according to the regulations in force at that time concerning the construction of air-raid bunkers, etc., with a capacity of at least 250 people. They are surface or underground bunkers, of steel reinforced concrete or unreinforced concrete, with enclosing parts and structural parts of varying thickness and differing reinforcement.nFrequently the original protective value of these constructions has been greatly diminished by dismantling or by measures taken to permit civilian use. In addition, bomb-proof protective bunkers which were not dismantled may not provide, as can be seen in Figure 2, the extent of protection required nowadays in view of atomic weapons.
