These studies, while not exhaustive, have resulted in a program which should lead to the desired objective. In particular, the extensive use of scale models is held essential to minimize the cost and time needed to resolve the problem of predicting container integrity. The overall program thus contains the following stages:nI. Study of Transport Operations and Container ConstructionnII. Study of Small-scale Models, Vehicle-Rigging Dynamics, and Container Fire Damage.nIII. Experimental Investigation of Large-scale Models, Full Size Containers, and Full Size Vehicles.
