This report describes the equipment, techniques, and procedures used for the measurement of some of the physical, mechanical, and thermal properties of low-permeability graphite. The graphite materials tested are intended for application in fuel elements for the High-temperature Gas-cooled Reactor (HTGR). The properties measured include permeability, tensile and shear strengths, moduli of rupture and elasticity, thermal conductivity, and thermal expansion. Test apparatus with various measuring and recording devices for measurement of these properties are described, and their advantages and limitations are pointed out. Results obtained from testing some of the low-permeability graphites are listed for illustrative purposes only.
