The major items of cost included under this conventional construction are river diversion, flood control, construction camps, harbor and permanent townsite development, and construction of several hundred miles of access roads. The need for the first two items must be determined on the basis of rainfall, runoff, and stream flow data in various drainage basins, and the effect of a sea-level canal on the drainage system of the area. The cost of the construction will be determined largely by the, topography and geology of the area. The cost of harbor development will depend on the nature of the coastline and the sea approaches to the specific site chosen for the canal. The effort required to build the roads can be affected greatly by the soil properties, topography and drainage conditions in the area.
