The AEC's nuclear operations program is made up of those activities required to (a) emplace and fire the nuclear explosives required in support of canal construction;(b) conduct the radio logical safety, ground shock, air blast, meterology and other programs required to fulfill AEC's agency responsibility for assuring safety in connection with nuclear excavation operations;and (c) provide operational direction and management of the total nuclear operations program in the field.nAEC Nuclear Operations would be conducted by an AEC Project Manager, who would have responsibility for execution of AEC's agency functions and would report during the operational period to the head of the over-all canal organization.
