Since a general description of the device is given in Part I, Part II is concerned with a mainly technical description of those components which are in some way unusual or original and with an evaluation of their performance.nIn Part III, the results of the experiments done with CESAR are summarized. The experimental methods are described and the theoretical background is summarized to the extent that it seems necessary to do so in order to appreciate the significance of the results.nIn Part IV, an attempt is made to evaluate what has been done and to draw some general conclusions.nThe four parts are thus largely but not entirely independent. The degree of overlapping between them has been kept to a minimum, subject only to the requirement that each part should be as intelligible as possible on its own.
