The University of Pittsburgh has conducted five national surveys of public opinion on civil defense problems. All of the surveys were based on samples of approximately 1500 adults. The last survey was conducted in June 1968. The report focuses on those questions from the 1968 survey which relate to the public's perception of civilian defense activities which occurred in their own community. The 1968 survey found that the public supported OCD's basic goal of planning for the public's protection in emergencies, but had failed to take those required individual preventive steps which OCD considers necessary to implement plans. All studies have indicated that few people will act unless a crisis is seen as imminent or at least extremely probable.
