More than 30 projects were studied in 1972 to determine the factors leading to integration of social services (Volume I); and Volume II gives highlights on six of the projects. The Westside Community Mental Health Center, providing a comprehensive mental health system for low income residents of the Westside area of San Francisco, Calif., shows that grant administration policies can have a positive impact by giving the integrator control over service provider access to funds. By contrast, the funding source of the Community Council Child Care Project in Phoenix, Ariz., caused project enmity. Both the Tri-County Project and the Vocational Incentives Program in Peoria, Tazewell, and Woodford counties, Ill., prove that general purpose government can be an important facilitator of services integration: the Tri-County Project, an information and referral system, received support from local forces such as the United Fund; the Vocational Incentives Program received help from the Department of Health, Education, and Welfare in promoting integration strategy. The Greater Cleveland (Ohio) Mental Retardation Development Project and the Youth Advocacy Program in South Bend, Ind., prove that services integration can be attained when project staff concentrate on coordination of service providers rather than service delivery.
