The Fort St. Vrain HTGR Final Safety Analysis Report (FSAR) provides an analysis of the consequences of the withdrawal of an 0.012 Ap control rod pair at full (100%) power for end-of-equilibrium cycle conditions for which the temperature coefficient has its minimum value. The purpose of this present report is to document calculations which provide the basis for the conclusion that the withdrawal of the maximum worth control rod pair from reactor conditions other than full power at end-of-cycle lead to consequences no more severe.nThe maximum-expected worth control rod pair has been calculated for a variety of reactor conditions including beginning of initial cycle and operating power levels from 2% to 100%. The calculated maximum worth rod pair in a specified rod withdrawal sequence is a function of the excess reactivity being held in inserted control rods. For low power operation where the core temperature is reduced, more control rods are inserted and the calculated-maximum rod pair worth increases.
