The objectives of the Phase I program are:n(a) To conduct a conceptual design effort this will characterize the flight system requirementsn(b) To design, fabricate and assemble a GDS and to accomplish performance and endurance testing of the GDS to evaluate BIPS operational and performance characteristicsn(c) To conduct in parallel with GDS tasks, the long lead development activity required to assure the delivery of the first production flight system in April, 1931
