The Incorporation of Environmental Considerations Into Energy Policy Analysis. Some Considerations of the Environmental Assessment of Project Independence

Environmental and health effects represent a significant component of the costs of energy to society. Thus there is an important need to incorporate environmental concerns into energy planning and policy analysis. The Project Independence Report attempts this but is not successful because of the generality of the analysis and particularly because of the lack of adequate information on the impacts of alternative energy strategies. There is a growing recognition of the need for more health and environmental research. Such research should be designed to address the needs of energy policy analysis. Regional scale research and assessment is particularly important in this regard.
