Environmental Effects,Impacts and Issues Related to Large Scale Coal Refining Complexes. Period Covered,August 1974--December 1974.

The study covers the development and analysis of strategies for siting,building,and operating coal conversion industrial complexes with respect to environmental protection. Coal refinery complexes with capacities to produce up to 10exp 9cu ft of pipeline gas and up to 40,000tons per day of solid and liquid products are used to characterize the scope of the operations. Five major coal-bearing regions of the country having coal reserves and concentrations capable of supplying coal in the required quantities are identified:Appalachia;Eastern Interior;Fort Union;Powder River,and Four Corners. Conjunctive support facilities including water supply,coal extraction,power production,transportation and new support industry development,are characterized in terms of residuals,disturbances,and environmental control approaches and strategies. Impacts that cannot be completely mitigated,the relationship of long-term productivity and short term use,and the identification of irreversible and irretrievable resource commitments are discussed.
