Eigenvalues of the Casimir Operators of the Orthogonal and Symplectic Groups

Eigenvalues of the Casimir operators of the orthogonal and the symplectic groups are obtained in closed and simple form by diagonalizing directly the matrices introduced by Perelomov and Popov.
