Due to concern over the need for and the effect of these restrictions on spent fuel shipments the Energy Research and Development Administration has engaged Battelle, Pacific North¬west Laboratories, to carry out a comparative evaluation of the safety and economics of special trains (as defined above) and regular trains.nAlthough the study is not, as of now, complete, the topic appears to be of sufficient interest to warrant discussion at this time of the approach, pertinent considerations, and re¬sults to date. Any conclusions presented today must be regarded as preliminary.
