A GENERALIZED PUBLIC BUDGET ANALYSIS

The Generalized Public Budget Analysis is a model designed to simulate costs and revenues for various political jurisdictions, given differing assumptions about economic growth, population characteristics, and employment levels. These forecasts are to be of both a "baseline" (most probable) case and a "conditional" ("what if") case.nThis model was designed to be a working model that will allow users to make predictions about the probable impacts of a particular development or management strategy on the public finances of local communities. This manual, together with the listing and documentation of the Public Budget Analysis submodels, should provide sufficient background informa¬tion for use of the model.
