Under the auspices of the systematic needs assessment project, interviews were conducted with clients from all major program areas of the Department of Health and Rehabilitative Services (DHRS) in Florida. A questionnaire was designed to evaluate 57 exclusive problem areas. For each problem area, respondents were asked if they had experienced that problem and whether services, if received, contributed to the satisfactory resolution of the problem. Unmet needs were recorded in a designated space on the questionnaire. Clients in Florida's 11 districts were sampled, based on eight program areas within the DHRS: aging and adult services, children's medical services, health services, mental health services, retardation services, social and economic services, vocational rehabilitation services, and youth services. Both manual and automated techniques were employed in data analysis. The results of the needs assessment showed that DHRS clients are a group of people with many and varied problems. The percentage having unmet needs indicated they could be served to a fuller extent. Supporting data are tabulated. Appendices provide caretaker instructions used in interviews with children, an organizational chart of the DHRS, and caseload factsheets.
