These imputation equa¬tions are essential for overcoming a basic deficiency of any data files cur¬rently available for the CHRD System, the lack of any direct information on the energy consumption of households. The validity of the CHRD System for analyzing the distributional impacts of energy policies therefore depends crucially on the ability of these equations to capture reliably the vari-ability in energy usage from household to household.nThere are several possible causes of this discrepancy, all related to the imputation equations. A major problem is the lack of many important determinants of energy usage on the data file and in the equations.
