Comprehensive Community Planning for Energy Management and Conservation Developing and Applying a Coordinated Approach to Energy-Related Community Development Volume Ⅱ

The objectives of our investigation were to identify the insti-tutional and financial problems posed by this concentrated development process;to determine their causes;to synthesize from available solutions, domestic and European, an organizational approach to managing rapid growth that could solve these problems;and to apply the approach to a prototype community.nIn the first phase, which started on July 1, 1976, the study team intensively surveyed a broad range of literature on boomtown and new-town development, finding that problems were identified and analyzed, but few comprehensive solutions offered. The sponsoring agency, with the advice of the study team, also selected previous boomtowns, distributed throughout four western states {Montana, New Mexico, North Dakota, and Wyoming) where the process of rapid growth was investigated in depth to identify problems and innovative solutions.
