The Project was a demonstration of two separate approaches toward improving the effectiveness of public welfare agencies. This report describes both approaches and the results that were experienced. The Management Development Approach and its results are described in Chapter 2;the Organization De¬velopment Approach and results are described in Chapter 3.nTwo firms were under contract to the Michigan Department of Social Services for design and implementation of components of the Project. The contractor for the Management Development Approach was Human Resources Research Organi¬zation (HumRRO) of Alexandria, Virginia. People Projects, Inc. of Boulder, Colorado was the contractor responsible for large portions of the Organiza¬tion Development Approach.
